1. Overview
Anne is a not-for-profit organisation that exists to expand access to gender-affirming healthcare to trans+ people who face financial barriers to care.
Through the generosity of our supporters and fundraising campaigns, Anne is able to offer a limited number of fully and partially subsidised Standard memberships for gender-affirming care.
Funding applies only to gender-affirming care provided through Anne and does not extend to external providers.
By applying for subsidised care, you agree to these Terms and Conditions.
2. Eligibility criteria
To be considered for subsidised membership, applicants must:
- Be a trans+ person (including trans, non-binary and gender-diverse people)
- Be a resident in the United Kingdom
- Be unable to afford private gender-affirming care
- Be currently in receipt of a qualifying means-tested benefit and able to provide valid evidence of this. Applications will not be accepted from individuals who are not receiving a means-tested benefit
- Not have previously accessed gender-affirming care in the last 12 months
- If under the age of 18, have consent from a parent or legal guardian
Anne prioritises applicants who are:
- Unemployed
- In precarious or non-permanent employment
- In low-paid employment
- Experiencing barriers to employment or access to public services due to migration status
- Meeting the eligibility criteria does not guarantee funding.
3. Application requirements
Applicants must complete the official online application form and provide all requested documentation.
Evidence of financial need
Applicants must provide proof of receipt of a means-tested benefit, such as:
- A Universal Credit award notice
- Other official benefits statements
Evidence must be dated within the last three months. Bank statements, credit card bills and utility bills will not be accepted as evidence of financial need.
Proof of identity
Applicants will be required to provide one of the following as valid photo ID:
- Passport
- Driver’s license
- National identity card
- Post office card
- Bus pass
- Student card
- Military ID
- CitizenCard
If the applicant’s ID is in a previous name, proof of name change (e.g. a deed poll document) must also be provided.
Proof of address
Applicants must provide one of the following documents dated within the last three months:
- Utility bill (e.g. electricity, gas, water, phone)
- Bank or credit card statement
- Council tax bill
- Mortgage statement
- Tenancy agreement
- Official government correspondence (e.g. tax letter, benefits letter, National Insurance letter)
- Medical letter (e.g. GP letter or hospital appointment letter)
Applications for someone under 18
Parents or legal guardians applying on behalf of someone under 18 must provide:
- A child benefit statement dated within the last three months
- Relevant identity documentation
- Confirmation of consent from a parent or legal guardian
If you are applying for yourself, and you are under 18, we will need confirmation of consent from a parent or legal guardian.
Applications that are incomplete, missing required documentation, or contain false or misleading information will not be considered.
4. Application process
- Applications must be submitted through Anne’s online application form.
- Applications will open at the time stated on the website and may close automatically once capacity has been reached.
- Applications are assessed on a first-come, first-served basis, subject to eligibility checks and verification of documentation.
- Anne reserves the right to close applications at any time once available funded places or processing capacity has been reached.
- Applications that do not include all required documentation cannot be considered.
- All applicants will be notified of the outcome within 2 weeks of the application form closing.
5. Selection and allocation
Successful applicants will be offered either a fully subsidised or partially subsidised Anne Standard membership, based on financial need and available funds:
- A fully subsidised membership covers the full cost of Anne Standard membership fees.
- A partially subsidised membership covers a portion of the membership cost, with the remaining balance payable by the recipient. The level of subsidy offered will be determined by Anne based on the applicant’s financial circumstances and available funding.
Applicants may indicate a funding preference (full / partial / either), but preferences cannot be guaranteed.
Anne does not guarantee any specific level of subsidy. Allocation decisions are final and made at the discretion of the Anne team.
All patients accepted for subsidised membership must complete the Anne standard intake process successfully in order for funds to be released.
6. Scope of funding
Subsidised membership covers gender-affirming care provided through Anne’s Standard membership for as long as the recipient remains eligible and actively engages with care.
Funding does not cover:
- medication costs
- travel expenses
- surgical procedures or surgical assessments
- care provided by other healthcare providers
- general living expenses
- any other private medical treatment outside of Anne
7. Verification, engagement and withdrawal of funding
By applying, you confirm that all information and documents submitted are accurate, complete and truthful.
Anne reserves the right to:
- Verify any information provided
- Request additional documentation where necessary
- Withdraw or suspend funding if information is found to be false, misleading or incomplete
Successful applicants must complete all required identity verification and onboarding steps before starting funded care.
Anne may withdraw funded support if a recipient:
- Fails to complete onboarding or verification requirements
- Does not engage with scheduled care, follow-up or intake processes without reasonable explanation
- Repeatedly fails to respond to communications from Anne
8. Confidentiality and data protection
All personal information submitted will be treated confidentially.
Application data will be accessed only by Anne team members involved in assessing applications and administering the funding programme.
Data will be retained only for as long as necessary to complete processing and administer the fund and will not be retained for longer than six months unless legally required.
Data will be processed in accordance with Anne’s Privacy Policy and applicable data protection laws.
9. Ongoing eligibility and review
Please note that, for all successful subsidised funding applicants:
- Funded membership is subject to ongoing eligibility.
- Eligibility will be reviewed annually.
- Funded members must notify Anne promptly if their financial circumstances change and they are no longer eligible for subsidised care.
If a recipient’s financial circumstances improve such that they can reasonably afford private care, Anne may ask them to step aside so funding can be reallocated to others in greater need.
10. Applicant responsibilities
Applicants and funded members are responsible for:
- Providing accurate, complete and timely information
- Responding promptly to communications from Anne
- Completing all required onboarding, verification and review processes
- Actively engaging with their care
Failure to meet these responsibilities may result in withdrawal of funded support.
11. Decisions and appeals
Due to limited resources and high demand, Anne cannot offer funded places to all eligible applicants. All funding decisions are final and there is no formal appeals process.
Applicants may contact the Anne team with questions, but allocation decisions will not be reconsidered.
12. Future funding rounds
Anne intends to offer further rounds of subsidised care, subject to funding availability.
Future rounds will be announced on Anne’s website and social media channels.
